Having the stamp of approval from someone that you trust that has worked with that consultant in the past should increase the odds of finding someone who will actually be able to help, and being able to work well with them, and ensure a successful outcome for the project. 

A consultant is not a magic fix-all solution, but they can be an incredibly useful tool to help you overcome challenges in your business, no matter what industry your business is in or what size your organization is.
